Construction sector experiences downturn

State-owned construction firms performed poorly in the first six months of the year, with unfinished projects and slow growth compared to last year. Gloomy outlook for construction sector The Ministry of Construction said in a report that both construction and consumption of materials are down because of cuts in Government investment. According to the report, due to high inventories, many companies have had to cut production to avoid further losses. For example, there were 9.6 tonnes of cement produced in the last six months, 37.8% of the initial plan, but 0.4 tonnes are sitting idle in inventories. Construction glass 62.9% of the production goal was met, but 2.6 million square metres are still in stock. Tile production reached 33% of what was planned, but 2.6 million square metres lie in stock. Building construction was at 59% of the same period last year because of a lack of investment capital. The ministry reported that a number of companies did not follow the business plans they had registered, investing less than claimed. For example, Vietnam Cement Industry Corporation invested only 6.3% of its investment plan, Vietnam Fitted Lilama invested 12.9% and Bach Dang Construction Corporation invested just 13.2%. The ministry has requested that construction companies focus on the problems facing them in order to better the situation for the remainder of the year, specifically restructuring debts, changing high-interest short-term debts to long-term ones with less interest, and focusing on core business activities. Ca Mau prostitution rings disguised as coffee shops

Some coffee shops in the southern province of Ca Mau, advertising themselves as 'special cafes', are fronts for brothels. A "special coffee" shop in Ca Mau City Nearly ten of these cafes can be seen along Nguyen Trai Street, Ward 9 of Ca Mau City. From the outside they look like regular businesses with just a few motorbikes parked out front. But in fact they have large parking areas inside. When the reporter visited such an establishment in Ward 9, at around 7pm, he saw around seven customers waiting to be served by the 'waitresses', who were sitting on their laps. Customers range from students to workers to husbands, said one employee. As best as the reporter could tell, most of the waitresses were aged between 30 and 50. The price for a cup of coffee and some attention from the waitresses was about VND50,000-70,000 (USD2.38-3.33). For more inclusive services the rates go up. That night the reporter saw four customers within two hours, who went to nearby guest houses. Recently the police have been paying more attention to these coffee shops, especially in Ward 9, catching a number of sex workers. These establishments use a number of tricks to get around prosecution. Many of the workers are only under verbal contract, so that, in the case of inspection, the owners can say that the waitresses are not actual employees. Vietnam supports greater efforts for East Sea peace

As an ASEAN member, Vietnam will join efforts with other ASEAN nations to help maintain peace and stability in the region, said spokesperson Luong Thanh Nghi at the Foreign Ministry's regular press briefing in Hanoi on July 5. Spokesperson Luong Thanh Nghi Regarding Vietnam's stance on disputes in the East Sea within the framework of the upcoming ASEAN Ministerial Meeting (AMM) and the ASEAN Regional Forum (ARF) in Cambodia, Nghi affirmed that peace, stability, maritime security and safety in the East Sea is an issue of common concern to ASEAN as well as other countries in the region and the world. ASEAN's common stance is to deal with disputes in the East Sea based on respecting international laws, especially the 1982 UN Convention on the Law of the Sea (UNCLOS) and in the spirit of the Declaration on the Conduct of Parties in the East Sea (DOC). In response to media questions about the European Free Trade Association (EFTA) recognising Vietnam's market economy status and kick starting negotiations on a free trade agreement (FTA) with the Southeast Asian economy, Nghi said the EFTA's recognition, including Norway, Switzerland, Iceland and Liechtenstein, is a step forward in trade relations and a possible FTA between Vietnam and the EFTA in the future. It will serve as a foundation for expanding multifaceted cooperation between the two sides as equal partners. Recognition by the EFTA once again shows the international community's positive support for Vietnam's renewal (Doi Moi) process, as well as its socialist-oriented market economy and active international integration, Nghi added. AMD Radeon HD 8000 series detailed

Competition in the graphics market intensified in the last few months with NVIDIA releasing its powerful GK104 graphics core and AMD retaliating with the launch of the AMD Radeon HD 7970 GHz Edition video cards featuring an updated Tahiti graphics core. Still, the real battle is ahead of us with NVIDIA readying the GK110 core and AMD finishing the next generation of graphics cards – the Radeon HD 8000 – also known as "Sea Islands". Today more information on the upcoming Radeon HD 8000 family was unveiled. It is now clear that the new family will (not surprisingly) have four sub-families. The so-called Venus core will represent the top of the line – it will have the staggering 5.1 billion transistors produced on 28 nm technology at TSMC. The core is also expected to have 2560 stream processors, 160 texture units, 32 or 48 ROP units as well as a 384-bit memory bus. AMD promises Venus will be 40% faster than the current AMD flagship – the Radeon HD 7970 GHz Edition. AMD Radeon HD 7970 Moving down the line we reach the mid-high-end core Sun – it will consist of 3.2 billion transistors packed in a 230 square millimetre die. The stream processor number will be reduced to 1536, the texture units (TMU) will be down to 96, the ROPs will be 32 and the memory bus width will be 256-bit. The Oland core will be budget-to-mid-end – it will have 1.7 billion or 2.0 billion transistors for 768/896 stream processors. The TMUs will be either 48 or 40, while the ROPs will be 16 for all versions. The memory bus width will be cut down to 128 bits or in the best-case scenario to 192 bits. Finally we have the budget-oriented Mars core featuring just 900 million transistors for 320-384 stream processors. The TMUs will be 20 or 24, while the ROP units will be either 8 or 16. The memory bus width will be budget-oriented too with its 64 or 128 bits. The Sea Islands GPUs are likely to work at even higher frequencies than the current Tahiti cores. State bank continues tightening ceiling interest rates

The State Bank of Vietnam (SBV) on September 28 issued a new circular focusing on abuses by banks trying to apply deposit interest rates higher than the permitted ceiling level of 14% per annum. Circular 30 continues tightening ceiling interest rates Under Circular 30, the ceiling interest rate for dong deposits with no term or terms shorter than one month is 6%. The ceiling on deposits with a one-month term or longer remains unchanged at 14% per year. People's credit funds are allowed to apply the highest deposit rate for one-month term or longer at 14.5% per annum. The new circular will come into force from October 1. The SBV has also banned banks from offering promotions for deposits such as cash and preferential interest rates. Earlier, the SVB issued Circular 02, requesting all commercial bank to apply a ceiling deposit interest rate of 14% per year. However, a number of them, including Western Bank and An Binh Bank, sought ways to attract customers by offering a maximum rate of 14% per year for deposits of one-day, two-day, one-week or two-week terms. GDP growth acceptable, says PM

PM Nguyen Tan Dung said that the low GDP growth rate of 5.2-5.7% this year is acceptable when the relatively stable economy and maintenance of social security are taken into account. PM Dung In the national workshop held by the Ministry of Planning and Investment on July 4, PM Dung highly praised the positive changes in the socio-economic situation during the first half of the year, even though most economists do not expect the National Assembly's target for growth to be met this year. The GDP growth rate target was 6-6.5%. Some international financial institutions have reduced their estimates for Vietnamese growth to rates that also do not meet NA targets. The World Bank reduced their forecast to 5.7%, the IMF downgraded their expectations to 5.6% and HSBC to 5.1%. A growth rate of 5.2% would be the lowest in the past decade for Vietnam. Still, the PM pointed out some reasons for optimism, in particular the export rate has risen 22%, while imports reduced. The country's foreign reserves have also risen from USD9 billion last year to USD19 billion in only six months. Services boom during university entrance exam period

Annual college and university entrance exams offer a good occasion for various services to boom and earn big money. On July 3 when pupils came to schools to complete their exam procedures, tea stands and cheap canteens around schools in Hanoi where the exams take place boomed; while guest-house owners look to line their own pockets. Parking fees increase to VND10,000 (USD0.47) At 5 a.m, Nguyen Thi Minh sets up her tea stand in front of the University of Transport Technology. At every university entrance exam, her and her husband move the stand from Nguyen Trai Street to near the university on Trieu Khuc Street. She's acquainted with the local authorities and pays out to grab the best location. Competition among sellers is fierce. During last year's entrance exam, she earned nearly VN10 million (USD476) from selling sticky-rice, tea and renting out chairs. A cup of ice tea costs VND15,000 (USD0.7), including a fees for the chairs. Nearly 20 tea stands have been set up around Water Resources University and Trade Union University. This morning, early rain brought a chance for many shops to sell raincoats, and newspapers also sold well around schools. Food near to exam areas have also increased. Many girl students offer parents and pupils leaflets advertising studies at vocational training schools if they fail. Exorbitant guest house prices Nguyen Cong Minh from the northern province of Nam Dinh has to spend up to VND500,000 (USD23.8) a day to hire an air-conditioned room in a guest house opposite the school for his son because he is afraid of overcrowding at Hanoi University. He will have to spend nearly VND3 million (USD0.142) for a five-day stay for the exam. Nguyen Thi Tam whose daughter is taking an entrance exam for Hanoi University of Technology will also spend up VND2 million (USD95.23) to rent a room for four days. The room measures less than 10 square metres and on the third floor. Many guest-house owners hang around schools to invite pupils. Room prices depend on their condition, ranging from VND100,000 (USD4.76) to even VND1.5 million (USD71.4) per day. The price an be double or triple for a luxury room. Nguyen Van Minh on Tay Son Street, Hanoi, said that during every entrance exam period, his family leases four floors to pupils to earn money.
