FAA shutdown: Obama urges Congress to settle latest row

President Barack Obama has again urged Congress to end a funding row that has partially shut down the body which oversees US air safety. He said it was a "lose-lose situation" that could cost the government $1bn (£610m) in uncollected air fare taxes. Many lawmakers left for summer breaks after the US debt crisis was resolved, without extending the Federal Aviation Administration (FAA) budget. About 70,000 construction workers on airport projects have had to stop work. Safety inspectors are now being asked to work without pay. Air traffic control is not affected. The government has already lost more than $200m because airlines are unable to collect taxes on ticket sales. Lawmakers are not due back from their annual leave until September. President Obama said on Wednesday: "This is a lose-lose-lose situation that can be easily solved if Congress gets back into town and does its job." When asked what he could do to step in, Mr Obama told reporters: "I have made calls to key leaders, and I am urging them to get this done." A White House official later confirmed that Mr Obama had called House Speaker John Boehner about the issue on Wednesday. Mr Boehner said the problem could be resolved if Senate Democrats would only accept $16.5m in air service subsidy cuts that the House last month attached to a bill to extend FAA's operating authority. 'Conservative hostage takers' Senate Democrats opposed the cuts and went into recess on Tuesday until early September without voting on the bill. Some airlines raised their ticket prices within hours of the 23 July partial shutdown A spokesman for Senate Democratic leader Harry Reid said the Senate would not allow House Republicans to "jam through a policy" on subsidies within a stop-gap funding extension bill. He said the real issue was that Republicans wanted to scrap new rules which give airline employees greater trade union rights. The partial shutdown could last at least until congressmen arrive back from their annual break. But Mr Reid said on Wednesday it could be resolved sooner if Republicans agreed to a congressional procedure called unanimous consent that did not require lawmakers to cast votes in person. He also said conservatives were "taking Americans hostage" by not passing the bill which would end the partial shutdown. The FAA debate was overshadowed earlier in the week by last-minute legislation passed in Congress to increase the US debt ceiling and avert a financial default. The shutdown is costing the federal government some $200m per week in passenger ticket taxes that can no longer be collected, officials say. On Wednesday, Transportation Secretary Ray LaHood, a Republican, also said Congress should come back and pass on a short-term bill resolving the dispute. "This is not fair to people. These are people that work hard, these are people right in the middle of construction season," Mr LaHood said. "This is why people shake their heads when they think about Congress," he added. Airline passengers are not being forced to pay ticket taxes, which average around 10% of each fare, while the political scuffle continues. But within hours of the shutdown on 23 July, many airlines had raised their fares by the amounts equivalent to the taxes that were no longer being collected. Mr LaHood responded to the hikes at a White House news conference in late July, saying airlines should not have their raised fares and that he had contacted major carriers to express his dissatisfaction. The air service subsidy programme costs the federal government about $200m per year, about the amount the government lost during the first week of the FAA partial shutdown. NA deputies approve personnel for key positions

HA NOI -- The 13th National Assembly this morning casted their votes for the personnel of deputy prime ministers, ministers and other key positions of the cabinet structure. Four proposed cabinets for deputy prime ministers received the highest percentage of votes from NA deputies. Current Deputy Prime Ministers Hoang Trung Hai and Nguyen Thien Nhan will continue to keep their posts, with 93.8 and 91.6 per cent of votes. Two new Deputy PMs, Nguyen Xuan Phuc and Vu Van Ninh received 95.2 and 81.8 per cent of votes for the positions. The NA also approved nominated cabinets for the positions of ministers, with 98.4 per cent of votes. Seven current ministers and 12 fresh faces, two of whom were female, were elected. Other key positions, including Giang Seo Phu as Minister and Chairman of the Government Committee for Ethnic Minority Affairs; Nguyen Van Binh as Governor of the State Bank of Viet Nam; Huynh Phong Tranh as Government Inspector General and Vu Duc Dam as Minister and Chairman of the Government Office, were also elected. Speaking at the meeting, National Assembly Chairman Nguyen Sinh Hung expressed his wish that the current and newly-elected cabinets would strive their best to successfully fulfil their tasks. Prime Minister Nguyen Tan Dung stressed that the Government would take all efforts to implement the national socio-economic development plan of 2011-15. Mubarak bắt đầu bị đưa ra xét xử

Cựu tổng thống Ai Cập Hosni Mubarak hôm nay được đưa bằng cáng tới phiên toà tại Cairo, nửa năm sau khi ông bị lật đổ do làn sóng nổi dậy của người dân hồi tháng 2 vừa qua. Cựu lãnh đạo kỳ cựu này bị buộc tội tham nhũng và sát hại nhiều người biểu tình, những tội danh khiến ông có thể đối mặt với án tử hình. Hai con trai của Mubarak là Alaa và Gamal cùng cựu bộ trưởng nội vụ Habib al-Adly và 6 quan chức trong chính quyền cũ cũng ra toà với các cáo buộc khác nhau. Ban đầu phiên toà dự tính diễn ra tại Trung tâm Hội nghị Cairo, nhưng sau đó giới chức Ai Cập quyết định lập phòng xử trong Học viện Cảnh sát do lo ngại an ninh. Hơn 3.000 binh sĩ và cảnh sát đã được huy động để bảo đảm an ninh cho phiên toà xử Mubarak tại đây. Khoảng 600 người được trực tiếp tham dự phiên toà. Mubarak, 83 tuổi, được đưa bằng máy bay từ một bệnh viện ở thành phố nghỉ mát bên bờ Biển Đỏ Sharm el-Sheikh tới Cairo. Cựu lãnh đạo này bị tạm giam và nhận sự điều trị của bác sĩ từ tháng 4 vừa qua do bệnh tim. Trước đó ông buộc phải từ chức ngày 11/2, sau 18 ngày người biểu tình tràn ngập thủ đô Cairo. Cáo buộc nặng nhất nhằm vào Mubarak là ra lệnh sát hại người biểu tình. Có khoảng 850 người biểu tình Ai Cập thiệt mạng trong làn sóng nổi dậy. Tuy nhiên rất khó biết chính xác ai đã ra lệnh thực hiện các vụ bắn giết này nên cáo buộc nhằm vào Mubarak có nguy cơ thiếu bằng chứng. Nhiều người biểu tình thiệt mạng do bị bắn không phải từ các sĩ quan an ninh mặc đồng phục, mà do các tay súng ẩn nấp trên nóc các toà nhà. Họ bị bắn chủ yếu vào ban đêm nên càng khó xác định tung tích các hung thủ. Những điều này khiến việc chứng minh trách nhiệm của ông Mubarak trong các vụ bắn giết thêm thách thức. Luật sư của Mubarak khẳng định rằng thân chủ của họ đang ốm rất nặng. Giới quan sát cũng nhận định quân đội Ai Cập không muốn vị cựu tổng thống bị hạ nhục tại toà án. Tuy nhiên, nếu ông Mubarak không bị đưa ra toà thì sự kiện này có thể châm ngòi cho làn sóng biểu tình mới trên đường phố Cairo. Trong những tháng qua, dù chính quyền Mubarak đã bị hạ bệ, các cuộc biểu tình vẫn tiếp diễn tại Cairo do người dân tức giận vì sự chậm trễ trong việc thực thi các thay đổi của đất nước. Một trong những yêu sách của họ là đòi hội đồng quân sự đang điều hành Ai Cập đẩy nhanh quá trình xét xử các quan chức chế độ cũ. Shares gain in Ha Noi while slump in HCM City

HA NOI – The VN-Index on the HCM Stock Exchange retreated again, marking three consecutive sessions this week, and concluding at nearly 1.3 per cent to 391.47 points. Decliners outnumbered advancers by 162-64. The value of trades slid 26.3 per cent to VND443.3 billion (US$21.5 million) on a volume of 26.5 million shares. Bao Viet Holdings (BVH) and PetroVietnam Finance (PVF), two of the 10 leading shares in terms of capitalisation, bottomed out for the second session during the week. Meanwhile, Vietinbank (CTG), Phu My Fertilisers (DPM), food producer Masan (MSN) and real estate developers Hoang Anh Gia Lai (HAG) and Vincom (VIC) lost between 0.3-2.8 per cent. Only software giant FPT (FPT) and Sacombank (STB) managed gains of 1.9 and 2.7 per cent respectively. STB was the most active code on the southern bourse with over 4.7 million shares exchanged. On the Ha Noi Stock Exchange, the HNX-Index got back in the green of 67.45 points, a 0.15-per-cent increase. The number of gainers nearly equalled that of losers. Trading value, however, dived 28.4 per cent to VND195.4 billion ($9.5 million). Trading volume also fell to 20.8 million shares. Đổ xô vay... USD

Chênh lệch quá lớn giữa lãi suất cho vay VND và ngoại tệ khiến các doanh nghiệp đổ xô đi vay USD. Theo Ngân hàng Nhà nước TP.HCM, trong bảy tháng đầu năm dư nợ ngoại tệ tăng đến 19,18%, gấp gần tám lần so với tăng trưởng tín dụng bằng VND. Dư nợ ngoại tệ đã tăng vọt trong những tháng đầu năm - Ảnh: T.ĐẠM Trong khi đó tăng trưởng huy động ngoại tệ chỉ 3,33%. Vay nhiều do lãi thấp Ông Nguyễn Băng Tâm, chủ tịch hội đồng quản trị Công ty cổ phần Sản xuất - kinh doanh xuất nhập khẩu Bình Thạnh (Gilimex), cho biết từ đầu năm 2011 đến nay doanh nghiệp toàn vay USD vì lãi suất (LS) chỉ dao động 6-7%. Trong khi đó nếu vay bằng VND phải trả LS trên 20%/năm. Tổng giám đốc một công ty xuất nhập khẩu hàng tiêu dùng tính toán với khoản vay 200.000 USD (tương đương 4,12 tỉ đồng), mỗi tháng chỉ phải trả lãi gần 27,2 triệu đồng. Còn nếu vay bằng VND với LS 21%, mỗi tháng phải trả lãi hơn 72 triệu đồng. Đủ lực để bình ổn thị trường TS Lê Xuân Nghĩa, phó chủ tịch Ủy ban Giám sát tài chính quốc gia, cho rằng tăng trưởng tín dụng ngoại tệ sáu tháng đầu năm cao hơn gấp đôi so với cùng kỳ năm ngoái, do vậy áp lực lên tỉ giá rất lớn khi các doanh nghiệp đến hạn mua USD trả nợ, gây hiện tượng căng thẳng nhất thời trên thị trường ngoại hối. Tuy nhiên, theo ông Nghĩa, gần đây NH Nhà nước đã mua được khá nhiều USD nên hi vọng có đủ lực để bình ổn thị trường. Trước đây khi tỉ giá biến động, lúc vay USD doanh nghiệp còn phải dự phòng thêm khoản biến động tỉ giá vài phần trăm nên tính ra không lợi bao nhiêu so với vay bằng VND. Tuy nhiên trong những tháng đầu năm, tỉ giá chỉ loay hoay trong khoảng 20.500-20.600 đồng/USD đã khiến nhu cầu vay USD tăng đột biến, một số ngân hàng (NH) đã xé rào. Hiện trần LS huy động USD là 2%/năm nhưng nếu khách hàng gửi trên 5.000 USD, LS huy động là 3%/năm, còn trên 10.000 USD là 4%/năm. Nhiều NH tích cực chào mời khách hàng gửi USD không kỳ hạn sang dạng tiền gửi có kỳ hạn, với khoản gửi chỉ từ 1.000 USD. Áp lực lên tỉ giá Theo tổng giám đốc một NH cổ phần lớn tại quận 1 (TP.HCM), quy định trần LS ngoại tệ khiến huy động vốn ngoại tệ tại NH giảm đến 10-15%. Sự mất cân đối giữa huy động và cho vay ngoại tệ khiến NH đối mặt với thiếu hụt thanh khoản USD do nhu cầu vay USD tăng, trong khi nguồn tiền gửi USD chủ yếu là ngắn hạn. Thời gian qua LS cho vay USD tăng lên rất nhanh, từ 5-6%/năm đến nay đạt 7,5%/năm do NH phải huy động USD với LS thực tế 3,5-4%/năm. Phó tổng giám đốc một NH có thế mạnh về xuất nhập khẩu cho biết tại NH này tăng trưởng tín dụng bằng ngoại tệ cũng cao hơn hẳn so với VND. Do vậy, trường hợp đến quý 4 khi các khoản vay này cùng đáo hạn sẽ gây áp lực rất lớn lên tỉ giá. Giám đốc Sở giao dịch 2 một NH cổ phần lớn cho biết nguồn vốn ngoại tệ cho vay trung dài hạn tăng 17% trong khi huy động ngoại tệ sụt giảm. Trên thực tế dù NH Nhà nước đã tăng tỉ lệ dự trữ bắt buộc bằng ngoại tệ hoặc phải có văn bản cam kết bán ngoại tệ của NH, tuy nhiên do tỉ giá ổn định suốt thời gian dài nên nhiều NH sẵn sàng cam kết bán ngoại tệ cho các doanh nghiệp khi đáo hạn. Nhiều doanh nghiệp lợi dụng chênh lệch LS đã vay USD sau đó bán lấy VND gửi NH. TS Lê Thẩm Dương, trưởng khoa quản trị kinh doanh Đại học Ngân hàng TP.HCM, cho rằng thời gian qua tín dụng ngoại tệ tăng quá nóng. Ông Dương đề xuất nên tăng tỉ lệ dự trữ bắt buộc bằng ngoại tệ nhằm tăng LS cho vay USD, đồng thời siết chặt quy định về vay ngoại tệ. Lâu dài tiến đến giảm dần LS cho vay bằng VND, kiên quyết lộ trình chống đôla hóa nền kinh tế, chuyển dần từ quan hệ vay mượn sang mua bán. Thông thường quý 3 và quý 4 nhập siêu tăng cao do doanh nghiệp phải nhập nguyên liệu về sản xuất hàng hóa phục vụ tết, thời điểm này nhiều khoản vay ngoại tệ sẽ đáo hạn. Do vậy theo ông Dương, NH Nhà nước nên có biện pháp mạnh tay để kìm cương tín dụng ngoại tệ nhằm tránh tình trạng căng thẳng tỉ giá vào những tháng cuối năm. Senate to vote on US debt deal as deadline looms

The US Senate has debated a bill to raise the nation's debt limit, one day after the House of Representatives backed it and hours before a deadline. Monday's vote in the House appears to have averted the prospect of the first full-scale US federal debt default. Members of the 100-seat Senate are preparing to vote at midday (16:00 GMT). If approved it will be signed into law by President Barack Obama. The deal ties a $2.4tn (£1.5tn) debt increase to spending cuts. The Senate vote will take place barely 12 hours before Washington is due - according to the US treasury department - to cease to be able to meet all its bills. Lawmakers in the Senate began discussions about the legislation early on Tuesday. The bill has the backing of Republican and Democratic leaders in the Senate and is thought likely to win the support of the 60 senators it needs to pass. In the House on Monday evening the bill passed by a clear margin of 269 votes to 161. Despite ongoing reservations about how the bill would fare with conservative members of the House, the bill won the backing of 175 Republicans, with 66 voting against. Democrats were more evenly split - 95 for and 95 against. The vote was notable for the reappearance in the House of Congresswoman Gabrielle Giffords for the first time since she was shot in the head in Tucson, Arizona in January. Ms Giffords - who has undergone a number of operations - caught lawmakers by surprise when she appeared on the floor of the House on Monday evening. Danang promotes fireworks competition in HCMC

According to the city's tourism promotion center, the annual competition will take place on April 29 and 30 with the participation of five teams comprising Jubilee Fireworks of England, Hanwha of South Korea, Parente Fireworks A&C SNC of Italy, Panda Fireworks of China and a team of Danang City. The Danang tourism sector had organized a similar event in the capital city of Hanoi in the previous week to promote to the event. A ticket to see the performance costs VND200,000, or nearly US$10, and visitors can buy tickets in HCMC, Hanoi and Danang cities. The organizing committee expects to sell over 16,000 tickets for this competition. Last year's fireworks competition in Danang saw the participation of Pyrotecnico - New Castle from Pennsylvania (USA), Luso Pirotecnia Group (Portugal), Jacques Couturier Organisation (France), Tamaya Kitahara (Japan) and Danang (Vietnam). It attracted around 100,000 spectators. Representatives of some hotels located along the Han River in Danang that offer a good view of fireworks display said that their hotels were receiving many bookings from spectators. The central city has reported fast growth in tourism last year with around 1.77 million visitors - including 370,000 internationals - up 33% over 2009, and gaining over VND1.2 trillion in revenue, up 39% year-on-year. The city is speeding up tourism promotion activities along with giving supports to airlines to open international services linking Danang and foreign destinations. The city currently has eight international air routes to Hong Kong, Singapore, Japan, and China among others. Visitors from Narita of Japan will travel to the city more easily from the second quarter when Vietnam Airlines launches direct flights between the two cities.
