Photo exhibition: Dong Loc mother and hometown

A photo exhibition named "Dong Loc, Mother and Hometown", was opened in the central province of Ha Tinh on July 22. The photos highlighted three topics: "Dong Loc, crossroad of the nation", "Portraits of heroic Vietnamese mothers" and "Ha Tinh". The show attracted the participation of Transport Minister, Dinh La Thang, along with a number of representatives from the agencies and departments of Ha Tinh Province. The event attracted nearly 100 pictures from photographers, such as Colonel Tran Hong and Minh Chien. The exhibition was part of the celebration of the 65th anniversary of the War-Invalids and Martyr Day (July 27th) and the 44th death anniversary of ten unmarried girls at the Dong Loc Intersection. Dong Loc T-Junction (Ngã Ba Đồng Lộc) was a strategic road at the beginning of the Ho Chi Minh Trail, which was extensively bombed by American forces during the Vietnam War. The T-junction is now mainly remembered for the memorial to ten young unmarried girls, aged 17–22, who were volunteers helping with logistics at the intersection. At noon on 24 July 1968, the 15th day of bombing, a shell fell close to the mouth of the tunnel where the girls were hiding, killing them all. The story of the ten girls has been made into a film. Standby land fund proposed for ministry headquarter relocation

Hanoi's Urban Planning Institute proposed a standby land fund for moving headquarters of ministries and agencies to suburban areas. Existing headquarter of the Ministry of Construction to be sold for building the new one The land fund, which would include areas along Nhat Tan-Noi Bai and West Lake-Ba Vi routes, would be used as a stop-gap measure in case the planned land allocation is not sufficient. The institute has already agreed to moving the headquarters of ministries and agencies to the central areas of the south of West Lake and National Exhibition Centre in Me Tri Commune, Tu Liem District. To date, nearly 10 ministries and agencies have made plans to move their headquarters or got approval for for their plans, including the ministries of transport, construction, agriculture and rural development and public security. At the behest of the Prime Minister, ministries and agencies will allowed to sell the assets or transfer land ownership rights of their old headquarters in the city centre to gain funding for building new headquarters. Water-skiing on Saigon River

Although costly, water-skiing on Saigon River has become a favourite pastime among a number of young people in HCM City. The equipment for the sport is quite expensive, yet very Sunday the section of the Saigon River from Binh Thanh District's Thanh Da area to Thu Duc District's Binh Trieu area, becomes exciting, with the sounds of boats and cheers from onlookers and participants. But there are a lot of members who choose to continue. "It is easy to get addicted to water-skiing after trying it once. It helps me forget all the stresses of life," said Truong The Phuong, a senior club member. Long shared that it only takes about a day to learn. However, it is not easy at all to become a professional. He added that it requires a teamwork and co-operation. Each member of the team must be aware to avoid any possible dangers. "The first few times Proland Club met we had to hire a small boat from Thanh Da Tourism Resort at VND20,000 per minute. Each day of the club's practice could cost VND4-5 million (USD190.4-USD238). Later, the members contributed money to buy a boat for VND400 million (USD19,000)," Long said. State Bank pledges to maintain lending interest rate cut

The lending interest rate of 15% per annum will be maintained for at least one year, said State Bank of Vietnam (SBV) Governor Nguyen Van Binh. SBV Governor Nguyen Van Binh Binh made the announcement at a meeting on July 20 between banks and enterprises on measures to boost their business and production activities. Despite his instruction, not all companies can be offered interest of below 15% per annum, the Governor added, noting that banks will only cut lending interest rates for companies that operate efficiently. He said that banks are seeking ways to help enterprises with capital difficulties, but not to go all out to save them. To ensure sustainable economic growth, both businesses and banks have to restructure. According to SBV statistics, most banks have slashed lending interest rates to 15% per annum as required by the Governor at a conference. Nguyen Mai Suong, director of the Hanoi branch of the SBV said, since July 15, banks in Hanoi have cut the lending interest rate to 15% for 30 - 50% for existing loans. Different registration fees applied on same pick-up auto line

Cities and provinces in Vietnam have imposed different registration fees for the same models of pick-up vehicles due to a disagreement over their use, according to the Vietnam Automobile Manufacturers' Association (VAMA). Different registration fees applied on same pick-up auto line Some localities consider vehicles including the Ford Ranger, Mitsubishi Triton and Toyota Hilux as passenger cars, while others classify them as commercial vehicles. Hanoi imposes registration fees of 2% for these models, while the rate ranges between 10% and 20% in HCM City and other provinces. For example, in Binh Duong Province it's 10%, Son La Province 12% and Danang City 15%. The fee can even vary in the same province or city. In Binh Duong Province, the fee is 2% in Bien Hoa City, while it is 10% in Nhon Trach District, VAMA said. On March 5 this year, the General Department of Taxation issued a circular on registration fees for pick-up cars, saying that a fee of 10-20% will be valid for pick-up autos and vans used to transport passengers which have from 4-10 seats. Manufacturers such as Toyota and Mitsubishi have asked the Ministry of Finance to apply a 2% fee for these models. According to VAMA, the Vietnam Register recognises these models as commercial vehicles on their import certificates. Therefore, it is violation of the ministry's regulations for cities and province to impose fees of 10-20% that are usually applied to passenger vehicles. This is not only affecting customers' rights, but also causing difficulties for auto businesses. The Saigon Times said that VAMA has sent documents to tax departments, the General Department of Taxation and the Ministry of Finance to explain the problem and clarify that the cars should be classed as commercial vehicles. VAMA has persuaded tax agencies in some localities, including Hanoi, Haiphong, Quang Ninh, Danang and Di An Town in Binh Duong to apply fees of 2% for these cars. However, many cities and provinces nationwide have maintained levels of 10-20%. Vietnam affirms sovereignty over Truong Sa, Hoang Sa

A representative from the Foreign Ministry's National Border Committee has said Vietnam has sufficient legal and historical evidence to affirm its sovereignty over Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagos. The statement was given on July 18 in the context that on July 15, Taiwan's Liberty Times website reported that Taiwan is considering extending a runway an additional 500m on Ba Binh island in Vietnam's Truong Sa archipelago. The same day, the Taiwan Central News Agency (CNA) reported that Taiwan sent a delegation of young scholars of Cheng Gong University to visit the island. "Activities of parties in Truong Sa archipelago without Vietnam's permission violate Vietnam's sovereignty and international laws, especially the 1982 UN Convention on the Law of the Sea, go against the spirit of the Declaration on the Conduct of Parties in the East Sea (DOC) and cause tension in the East Sea," the representative stressed. The representative also asked Taiwan to stop similar activities and plans. Earlier, in an article dated July 11 on the Feng Huang website (Hong Kong), member of Taiwan Kuomingtang Party Central Committee Qiu Yi said the waters around Tai Ping island (which is called Ba Binh by Vietnam ) belong to Taiwan.
