PetroVietnam has continued its oil exploitation activities as normal in the East Sea despite China's recent illegal tender offer for nine offshore oil blocks on the East Sea. He added that, PetroVietnam has continued co-operation with its partners for oil exploration and exploitation activities in Vietnam's exclusive economic zones and continental shelf. PetroVietnam has sent a letter to China National Offshore Oil Corporation (CNOOC) and contractors who are operating in Vietnam to reaffirm that the nine blocks belong to the Vietnamese continental shelf in line with the United Nations Convention on the Law of the Sea 1982. Thuc said that the Chinese side had done nothing except offer a tender invitation and PetroVietnam was currently working with partners from Russia, the US and India on exploration work, noting that PetroVietnam would also work with concerned agencies to deal with the problem. He disclosed that PetroVietnam had invested around VND5 trillion (USD238 million) in non-core areas. The group had submitted its restructuring plan for the 2012-2015 period to the Prime Minster for consideration. However, PetroVietnam is seeking government approval to maintain 20% of its capital in the Petrovietnam Finance Joint Stock Corporation (PVF) and an 18% stake in PetroVietnam Insurance Joint Stock Corporation (PVI). Thuc explained that PVF helped arrange capital for the group, while PVI helped the group with insurance during oil exploitation activities. He, however, said that if the government turned down the proposal, the group deinvest 100% of its non-core investments. Ministry pioneers bizarre exam recording experiment
The Minister of Education and Training has given the go-ahead for a controversial new policy that will allow pupils to bring in cameras and video-capable electronic devices into exam rooms in a bid to stamp out exam fraud. It also called for a recheck of high school graduation exam results in provinces with noticeably high pass rates. Minister of Education and Training Pham Vu Luan Pham Vu Luan, the Minister of Education and Training confirmed the decision at an online forum on preventing exam cheating on July 8. He also said the exams should not be abolished but reformed. "The exams are intended to judge a pupil's academic ability and push them to be more responsible for family and society. We should reform it, so it's less stressful and not so costly for students." he said. In a completely bizarre move, the ministry has decided to allow students to bring video and photographic recording devices into examination rooms, a decision Luan claimed would help prevent exam cheating. A video clip revealing blatant cheating at Doi Ngo High School in Bac Giang Province in which the exam invigilator provided the answers to pupils has received a mixed reaction, as the mobile phone used to record the cheating should not have been allowed in the examination. Luan said the new rule would let students bring in recording equipment that couldn't display information or transmit it outside. The rule aimed to encourage students to expose corrupt practices inside examination rooms. "We discussed and concluded that only allowing one or two types of devices in would only be inconvenient for students because there are many kinds of electronic gadgets available. We might encounter trouble in management activities but it will be a huge step to prevent wrongdoings during exams." Luan said. Answering the question about pressures on invigilators, Luan said, "The exam invigilators will have to do their job properly as their actions can be recorded at any time. Seven-up Federer shatters Murray\'s Wimbledon dream
Roger Federer won a record-equalling seventh Wimbledon title and 17th Grand Slam crown Sunday, shattering tearful Andy Murray's dream of ending Britain's 76-year wait for an All England Club men's champion. Switzerland's Roger Federer kisses the trophy after his men's singles final victory over Britain's Andy Murray on day 13 of the 2012 Wimbledon Championships tennis tournament at the All England Tennis Club in Wimbledon, southwest London.Federer, playing in his eighth Wimbledon final and 24th Grand Slam championship match, won 4-6, 7-5, 6-3, 6-4 to join Pete Sampras and William Renshaw as a seven-time champion. The Swiss great, who has also regained the world number one ranking, is just the third man over 30 to win Wimbledon following Rod Laver in 1969 and Arthur Ashe in 1975. Murray, 25, bidding to be the first British man since Fred Perry in 1936 to win Wimbledon, has now lost all four Grand Slam finals in which he has appeared. "It equals me with Pete Sampras, who's my hero, so it feels amazing," said Federer, whose last Wimbledon title was in 2009 and was without a major since the 2010 Australian Open. "It feels great being back here as the winner. I think I played some of my best tennis in the last couple of matches. I couldn't be more happy." Federer, who dominated the final after the Centre Court roof was shut early in the third set, admitted he had felt the sense of occasion with Murray chasing down history. "Today was unique because of playing Andy. Obviously, being able to play or finish a match under the roof, I don't think that's ever been done before here for a final. I know the occasion and how big it was for Andy and myself." Murray, the first British man to reach a Wimbledon final since Bunny Austin in 1938, broke down in tears at the closing ceremony, delivering his speech but faltering on numerous occasions. "I'm getting closer," said an emotional Murray, who had to gather himself before continuing. "I'm going to try this but it won't be easy. Firstly I'd like to congratulate Roger. I was asked the other day if this is my best chance? Roger's 30. He's not bad for a 30-year-old." In the opening exchanges of this eagerly-anticipated final, Murray was the stronger player, making the most of his five-year advantage as Federer looked fatigued and ragged. However, once the £80 million roof was shut the momentum shifted and Federer stormed into the ascendancy. With the Duchess of Cambridge, sister Pippa Middleton, Australian great Rod Laver, British Prime Minister David Cameron and even the Beckhams looking on from the Royal Box, it was the Briton who started the stronger. Murray, defeated by Federer in the 2008 US Open and 2010 Australian Open finals without winning a set, broke in the first game when an uncharacteristic nervy Swiss ballooned a drive volley and that break was backed up by a hold. Federer held and retrieved the break before Murray survived two break points in the eighth game. He broke to lead 5-4 as Federer netted a forehand having had to take evasive action to avoid a Murray forehand missile. The Scot then wrapped up the opener -- it was the first set Murray had won in his three Grand Slam finals, with Federer's 16 unforced errors to his opponent's five proving key. Murray saved a break point in the second game of the second set while Federer, the first 30-year-old in the final since Jimmy Connors in 1984, saved two in the fifth. The two men served a pair of love games as Federer led 4-3 while Murray wasted two break points in the ninth game as the six-time champion clung on for a 5-4 advantage. The Briton again served a love game for 5-5. But Federer held and suddenly carved out a set point with a magical drop volley in the 12th game which caused Murray to push a lob long. Another immaculate drop volley off his toes gave him the set 7-5. At 1-1 and 40-0 for Federer in the third, heavy rain drove the players off court for 40 minutes and the roof was closed. In a dramatic sixth game, which lasted 20 minutes and went to 10 deuces, Murray took three tumbles to the ground, surrendered a 40-0 lead and Federer broke on a sixth break point for a 4-2 lead. A ninth ace of the contest gave Federer the set 6-3 and a two sets to one lead. Suddenly, the life and vibrancy seeped out of Murray. He felt his lower back, Victoria Beckham looked even more sombre, and the Scot slipped 3-2 down off a killer, crosscourt backhand drive. I\'m not done yet, Wimbledon champ Serena warns

Just two years ago Serena should have been on top of the world after winning Wimbledon for the fourth time, but instead the American was at her lowest ebb after a series of freak health problems left her battling for her life. The trouble started when she needed 18 stitches and then surgery after stepping on broken glass in a Munich restaurant. Worse was to come as she suffered life-threatening blood clots on her lungs and, as she lay on a couch with tubes poking from her body to aid her recovery, Serena was convinced her career at the top was over. But, showing the ferocious will-power that marked her rise to prominence, Williams gradually battled back to full health and capped a remarkable revival on Saturday with a 6-1, 5-7, 6-2 victory over Poland's Agnieszka Radwanska in the Wimbledon final. "Every title is special, but this one is definitely super-special because it's a huge comeback for me," she said after her first Grand Slam triumph since the illness. "There was a moment I just remember I was on the couch and I didn't leave it for two days. I was praying, like I can't take any more. I've endured enough. "I was just so tired at that point. I had a tube in my stomach and it was draining constantly. "Gosh, I mean, right before that I had the blood clot. I had lung problems, then I had two foot surgeries. I felt like I didn't do anything to bring on that. It was the lowest of lows. "But I didn't give up. I came back and winning is amazing because last year I was ranked almost 200. It's been an unbelievable journey for me." Serena's 14th Grand Slam crown underlined her credentials as the sport's pre-eminent force and, at an age when many players are entering the twilight of their career, the 30-year-old has no intention of resting on her laurels. "It's Wimbledon, I've wanted to win here so bad," she said. "Oh, my gosh, I still can't believe I was able to come through and win my seven matches. "It hasn't sunk in. That's the difference to the wins I had in the past. Usually it sinks in fast. "It's the beginning of a great phase. I feel amazing out there. This whole tournament I felt really great physically. So I think it's definitely the beginning of something great. "There's the US Open, the Australian Open, the French Open, Wimbledon 2013..." Serena has now equalled sister Venus's tally of five Wimbledon titles and the next All England Club legend in her sights is Bille Jean King, who won the tournament six times, with the chance to catch German great Steffi Graf on seven titles another motivation. "I don't see why not. I have never felt better. This whole tournament I have pretty much been injury free," Williams added. If Serena continues serving with the kind of sustained accuracy and power she showed at Wimbledon -- the world number four eventually finished with 102 aces after hitting 17 against Radwanska -- her dream of dominating women's tennis again could well come true. "My serve really helped me throughout this tournament. I can't describe why it was so good or how it was so good. It's not like I practice it that much. I just had the rhythm," she said. And if she ever has cause to doubt herself during a match, there is no question what memory will spur her on to greater heights. "I didn't just stay there when I was down. I got up," she said. ASUS and Gigabyte expand motherboard warranty periods
