Chu Minh Commune ravaged by dark side of gold fever

Gold mining trend in Chu Minh Commune According to Do Duy Hai, a veteran gold panner, who now trades in construction materials, gold could see a poor farmer become a billionaire overnight. If he uses his money intelligently, he could buy villas, expensive cars, and become a real estate tycoon easily. However, gold panning also has its dark side. First, to buy a dedicated boat costs VND2-3 billion (USD95,556-143,334), which puts the person taking the loan at risk of bankruptcy. Second, the threat of destitution and social dislocation can lead to other problems. Nearly every family in Chu Minh Commune has at least one drug addict. "Since 1994 tens of tonnes of gold must have been extracted here, but that value couldn't cover the losses caused by the scourge of drugs we now face. The locals here may earn money easily in a short time, but the way they spend up it is much faster because most of them don't have a proper education", Hai added. An official of the communal People's Committee said that half of those who had taken loans to buy equipment were capable of paying off their debts, but the remainder suffered from serious losses. The total amount of debts owed by Chu Minh Commune was estimated in the tens of billions of VND. Each dedicated boat used for gold sifting is worth VND1-2 billion (USD47,778-95,556) and can be used for just 3-4 years. But the additional charges to operate that boat, to hire workers cost another billion. If the boat owner doesn't know how to balance income and expenses, then he may rapidly go bankrupt. Since the job became popular, teenage boys aged 15-16 have worked for boat owners. At first, it offered new means of income for local families. But a few later many of the youngsters have destroyed themselves by using drugs. A police officer in Chu Minh Commune, Do Danh Thuy said, "The commune now has 50 drug addicts. It used to have more than 80 addicts, and it was considered the drugs hot spot of Ba Vi District. Thanks to drastic measures by the local police force, the situation has gradually improved." Most of the drug addicts used to be gold panners. They become rich quickly and fell into using drugs during long journeys along the river while searching for gold. The money saved through hard work was quickly turned to dust by their addiction. The typical example is Do Duy Ly, a gold panner, who used to find 150-188 grammes of gold a month. He had enough money to build a spacious house for his family. But after a long journey to Son La to sift for gold, he got addicted to drugs. The family's economic situation grew worse. He then sold his house to satisfy his drug demand. Now the whole family have been plunged into poverty. Another example is Tran Duy Dung. He could become a gold mining tycoon, hiring tens of workers and building a villa for his family. But he eventually got addicted like Do Duy Ly. In 2008, he was arrested due to illegal possession and use of narcotics and sentenced eight years in prison. Vietnam tours

EU oil embargo on Iran comes into effect

A European Union embargo on Iranian oil went into effect on Sunday, provoking anger in Tehran which says the measure will hurt talks with world powers over its sensitive nuclear activities. Oil Minister Rostam Qasemi sought to downplay the embargo as just the latest punishment in decades of ineffective sanctions. Iranian leaders have insisted they will forge ahead with their atomic programme, regardless of the Western restrictions and others imposed by the UN Security Council. But the White House welcomed the implementation of the EU embargo, calling it "an essential part" of an international response to Tehran's nuclear programme. "This action is an essential part of our concerted diplomatic efforts to present Iran with a clear choice between isolation or meeting its obligations," President Barack Obama's press secretary Jay Carney said. "With this decision, our partners in the EU have underscored the seriousness with which the international community views the challenge of Iran's nuclear ambitions," Carney said. Oil market observer bodies and analysts say the embargo, coupled with US financial sanctions ramped up on Thursday, are gutting Iran's vital oil exports, which account for half of government revenues. The International Energy Agency (IEA) says Iran crude exports in May appear to have slipped to 1.5 million barrels per day (mbpd) as the market braced for the embargo, which has been phased in since being announced January 23. That is far less than the 2.1-2.2 mbpd Iran insists it continues to sell abroad. "The sanctions have had no effect on Iran and will have none," Qasemi was quoted as saying on Sunday by the ISNA news agency. "I do not see a problem in our enemies starting the sanctions as of today (Sunday), since these sanctions have existed for many years and nothing has happened and one should not anticipate anything new," he was also quoted as saying on the website of state broadcaster IRIB. Qasemi and other officials admitted the "illogical" embargo had reduced exports to EU nations, but they said other nations had stepped forward to buy the oil. "While we collectively exported 18 percent of our oil to them before, it is not difficult to substitute customers for this much oil in the world," Qasemi said. It was not possible to verify that claim because Iran has turned off the mandatory location transponders on most of its fleet of 39 oil tankers. The IEA and experts say most of the tankers remain anchored off Iran and are being used to store up to 42 million barrels of oil unable to be exported. Before the embargo, Europe bought some 600,000 bpd from Iran, which sent two-thirds of its exports to China, India, Japan and South Korea. The United States has granted exemptions to those Asian countries from its latest sanction which that targets foreign companies doing business with Iran. Non-EU nations wanting to buy Iranian oil face an obstacle in insuring the tanker shipments, as more than 90 percent of such insurance is by EU companies now barred from underwriting Iran oil delivery contracts. China gets around that by having its companies insure the tankers. The EU embargo is the latest -- and most punishing -- of a raft of international sanctions designed to pressure Iran to curb its nuclear programme. Most of the West fears that the Islamic republic is seeking to get to the cusp of being able to make nuclear weapons, despite Tehran's repeated denials. The sanctions are part of a "carrot and stick" approach running in parallel with revived talks between Iran and the "P5+1 group" comprising UN Security Council permanent members the United States, Britain, France, Russia and China, plus non-permanent member Germany. After three inconclusive rounds that succeeded only in defining the wide gap that exists between both sides, the talks have been downgraded to the level of experts, with the next meeting scheduled for Tuesday in Istanbul. Iran's chief nuclear negotiator, Saeed Jalili, warned the EU in a letter on Thursday that the new EU and US sanctions will have "repercussions" on the talks. He did not elaborate. Iran has threatened to close the strategic Strait of Hormuz at the entrance to the oil-rich Gulf if its nuclear programme is targeted by air strikes that Israel and the United States reserve as an option. That threat, repeated since December, helped propel oil prices to a four-year high of $128 for a barrel of Brent North Sea reference crude in early March. But since then overproduction by Saudi Arabia making up for the shortfall in Iranian exports, and fears of an economic dip caused by EU debt woes and China's manufacturing slowdown, have pushed oil prices to below $100 a barrel. Italy bid to topple Spain as European kings

Euro 2012 reaches its climax in Sunday's final in Kiev, when defending champions Spain will bid to hold off an Italy side who have steadily eased into form in trademark fashion. Reigning world and European champions Spain are seeking to become the first team in history to win three consecutive major titles, but they required a penalty shoot-out to edge Portugal in the last four in Donetsk Despite dominating possession, as they did in the 2-0 quarter-final success over France, Spain laboured in attack against the Portuguese and have started to face accusations that their 'tika-taka' style has become sterile. Italy, in contrast, have confounded low pre-tournament expectations to eliminate first England and then Germany, and they have not been beaten by Spain over 90 minutes in a competitive match since the 1920 Olympics. Italy's preparations for the tournament having been clouded by the Calcioscommesse match-fixing affair, the Azzurri could be poised to triumph in the face of adversity once again. Their World Cup successes in both 1982 and 2006 were prefaced by match-fixing scandals, but coach Cesare Prandelli has cooled talk of omens by insisting that his side will be the underdogs at Kiev's Olympic Stadium. "We are looking for Spain's weak points and we'll be working on that, but it won't be easy," said Prandelli, whose side beat Spain 2-1 in a friendly in August last year. "They are world and European champions." Fernando Torres played up front in the 4-0 win over Ireland and the 1-0 defeat of Croatia, while Alvaro Negredo started in the 0-0 draw with Portugal but was replaced by Fabregas early in the second half. One striker brimming with confidence is Italy's Mario Balotelli, who came of age in the semi-final against Germany with a confidently taken first-half brace. The controversy-prone 21-year-old provided one of the images of the tournament by embracing his adoptive mother in the crowd after the final whistle, and he will enter Sunday's game as the tournament's joint-top scorer with three goals. "Balotelli is a great player," said Fabregas. "He showed that (on Thursday) by scoring two superb goals in a semi-final against a very strong team like Germany." An engaging tournament requires only a memorable final to confirm its status as a modern classic, but Spain will need to awake from their slumber if they are to overcome a disciplined and committed Italy side. The champions must also shake the weariness from their legs after 120 minutes of graft against Portugal, although they will benefit from an extra day's rest. "We're very motivated by the possibility of setting a new record by winning the trophy," said centre-back Sergio Ramos on Friday."But we also want to enjoy the moment. Even if we lose, we've already made history just by reaching the final. Winning would be the cherry on the cake. "Spain as a country can be very proud, whatever happens on Sunday, but the goal is obviously to win and return to Spain with our heads held high." Both teams are expected to be at full-strength, with Italy right-back Ignazio Abate having shrugged off a muscle problem that kept him out of the semi-final. As well as pitting together two of the tournament's outstanding midfielders in Spain's Andres Iniesta and Italy's Andrea Pirlo, the game will also see Spain attempt to become the first country to successfully defend the European title.
