Fake goods permeate Vietnamese market

Rampant counterfeit and fake goods at local markets harm consumers and damage brand names. Fake items difficult to distinguish According to recent surveys by the Vietnamese High Quality Goods Enterprise Association, more than 60% of products purchased in local markets are counterfeit. According to Mrs. Tam, owner of a cosmetic shop at Hoa Hung market, in HCM City, she has received a large number of sales pitches from dealers in such products. "Fake products are very hard to discern from the real thing. The producers put a lot of care into the packaging so that they look similar, but the prices are only one third of the real thing. Many vendors are tempted to take the offers, but there are repercussions. Customers, once they find out they have bought a fake product, will tell their friends to stay away from your shop." Another shop owner at Hoang Hoa Tham Market in HCM City, Mrs. Minh, also admitted that fake products are almost indiscernible to real ones. It is not difficult to find popular counterfeit products, such as Vy Hao detergent (a counterfeit of My Hao), Vi Mo washing powder (O Mo), or Todacao Cosmetic (Thorakao). There is virtually no product that has escaped this phenomenon. Aihao cosmetics claims to have lost 70% of its profits due to counterfeit products. According to Nguyen Hu Phuoc, Director of Thanh Nga Product Trading Company, which owns the Aihao brand, the company has tried to prevent the activity by informing police and other legal measures, but they have been ineffective. By now the fake Aihao products are only making up 1% on the market. The reason is not that the company has found out an effective way to fight them but Aihao has lost its brand image and is no longer popular. Phuoc said that counterfeit products come mainly from small operations that are unlicensed. But, he added, there are also a few registered companies producing counterfeit goods, taking advantage at times when actual name brand manufacturers are not selling. A representative from Ho Chi Minh City Market Management Branch said that the agency seized hundreds of thousands of faked items in 2011. According to Nguyen Viet Hong, General Director of Vina CHG Corporation, a company specialising in providing anti-counterfeit consultation, in the last year they received 20 requests for phony stamps for name brand products. "Many local businesses claim that even they are unable to tell fake products from real ones, as counterfeiters have become more sophisticated. Former Hoa Sen Group CEO sues company for slander

The former CEO of Hoa Sen Group (HSG) has sued the company for slander after the corporation accused him of dubious business practices. Former HSG CEO, Pham Van Trung is currently CEO of the Nam Kim Steel Company officially filed a lawsuit against HSG at Di An Town's People's Court in Binh Duong Province on April 16. He also requested a public apology from the company. In the complaint, Trung stated that in April 2011, he was appointed CEO of HSG due to his excellent achievements in boosting company profits and revenues. Trung cited a letter to shareholder issued by HSG Chairman Le Phuoc Vu in which he wrote, "Mr. Pham Van Trung is an honest, professional leader that has created a consensus around his appointment this position." But after just 18 days in office, Trung resigned for personal issues. In March, Vu announced to the press that the former CEO was dismissed for a lack of transparency in his work. Trung was accused of raising transport fees from 10-30% and receiving illegal kickbacks from HSG supply companies. To shore up the accusation, on April 10, 2012, HSG revealed shipping fees data to the State Securities Commission during the time Trung was in position and after he was dismissed. Vu was quoted in the evidence as saying, "Trung used his position for personal gain, causing heavy damage to the company." The former CEO countered that the numbers prove nothing since he was not the one who directly signed the transport contracts. The People's Court of Di An Town said on April 17 that it had received Trung's complaint and would review the case and announce a ruling on April 24. PM Dung attends fourth Japan-Mekong Summit

Prime Minister Nguyen Tan Dung attended the fourth Japan-Mekong Summit, which took place in Tokyo on April 21, under the chair of Japanese PM Yoshihiko Noda. On addressing the event, PM Dung confirmed Vietnam 's support for Mekong-Japan Cooperation and the role it plays in the prosperity, stability and development of the Mekong region and East Asia in general. Dung underlined the priorities given to specific activities, including coping with floods, natural disasters and salinity levels in the region, ensuring food security and seeking long-term solutions for sustainably using the Mekong Rivers water resources. Top priority should be given to research and assessing the impacts of the exploitation of the Mekong Rivers water on the environment and its water resources, he said. PM Dung also proposed an initiative to develop an integrated transport network to increase connectivity between the economic corridors in the Mekong sub-region. The summit reviewed the implementation of the Mekong-Japan cooperation programme for the period 2010-2012 and the adopted the Tokyo Strategy. It defined three priority tasks, including, enhancing connectivity in the Mekong region, promoting trade and investment and co-operation on environmental issues and public security. The leaders reached a consensus on research for the sustainable management and development of the Mekong Rivers water, including the impact of hydro-power dams. At the conference, Japan pledged ODA provision of 600 billion JPY to the Mekong countries for the period 2013-2015 while Thailand pledged 883 million JPY. The Tokyo strategy confirmed its members' stance on the region's political and security issues such as the Korean peninsula, non proliferation of nuclear and other weapons of mass destruction and UN reforms. In the strategy, the Mekong countries and Japan, emphasised that maintaining peace, stability, maritime safety and freedom in the East Sea is a common aspiration and in the interests of countries both in and outside the region. They said that all concerned parties should settle the East Sea dispute by peaceful means with a spirit of mutual understanding and respect, and obey international law, especially the 1982 UN Convention on the Law of the Sea and the Declaration on the Conduct of Parties in the East Sea as well as creating a Code of Conduct for the East Sea (COC). The summit assigned their ministers to come up with a new action programme for the 2012-2015 to implement the Tokyo Strategy and agreed to hold the next summit in 2013. On addressing the press conference at the end of the summit, PM Dung highlighted Japan's commitments to the Mekong region and its assistance as the country is still overcoming the consequences of its recent earthquakes and tsunami. Russia, Belarus, Kazakhstan negotiate FTA with Vietnam

Russia, Belarus and Kazakhstan are entering into negotiations for a free trade agreement (FTA) with Vietnam, according to Viktor Khristenko, head of the Eurasian Economic Community (EAEC). Khristenko made the announcement during a meeting with outgoing Prime Minister Vladimir Putin in Moscow on April 20, Vietnam News Agency reported. The EAEC prioritises FTA negotiations with a number of countries, including Vietnam, Khristenko told Putin. He explained that Vietnam, a dynamic economy in Southeast Asia, will serve as a gateway for the Customs Union of Russia, Belarus and Kazakhstan to reach out to the region. He also added that the Customs Union aims to sign an FTA first with Ukraine, a major trade partner within the Commonwealth Independent States. Once the Customs Union-Ukraine FTA is signed, two-way trade is likely to reach US$70 billion per annum, said Khristenko. Russia, Belarus and Kazakhstan formed the Customs Union within the Eurasian Economic Community. France prepares to vote in presidential election

France is set to vote in a presidential election amid widespread disaffection caused by the eurozone crisis and high unemployment. Centre-right incumbent Nicolas Sarkozy is seeking re-election, saying only he can preserve a "strong France". But he is facing a tough challenge from Socialist Francois Hollande, who has said it is "the left's turn to govern". There are 10 candidates in all, and if none wins more than 50% of the votes there will be a run-off round on 6 May. Polls in mainland France and Corsica will be open from 08:00 to 18:00 (06:00-16:00 GMT), with voting stations in big cities remaining open for another two hours. The first official results will be released after the last stations close at 20:00 (18:00 GMT). President Sarkozy, who has been in office since 2007, has promised to reduce France's large budget deficit and to tax people who leave the country for tax reasons. He has also called for a "Buy European Act" for public contracts, and threatened to pull out of the Schengen passport-free zone unless other members do more to curb immigration from non-European countries. Mr Hollande, for his part, has promised to raise taxes on big corporations and people earning more than 1m euros a year. He wants to raise the minimum wage, hire 60,000 more teachers and lower the retirement age from 62 to 60 for some workers. If elected, Mr Hollande would be France's first left-wing president since Francois Mitterrand, who completed two seven-year terms between 1981 and 1995. French presidents are now elected for five years. Frustration Wages, pensions, taxation, and unemployment have been topping the list of voters' concerns. But the candidates have been accused of failing to address the country's problems during a lacklustre campaign. Frustration with Mr Sarkozy's flashy style and with Mr Hollande's bland image has also allowed radical candidates to flourish. Marine Le Pen, a media savvy far-right leader, has invigorated her anti-immigration National Front. Meanwhile Jean-Luc Melenchon, who is supported by the Communist Party, has galvanised far-left voters. Centrist leader Francois Bayrou is standing as a presidential candidate for the third time. In 2007, he came third, with nearly 19% of the vote. Voting was held on Saturday in France's overseas territories - including Martinique and Guadeloupe in the Caribbean, Reunion Island in the Indian Ocean and French Polynesia. Those territories vote early because results will be known on Sunday evening in mainland France - when it is still mid-afternoon in Caribbean islands and other overseas territories. The presidential vote will be followed by a parliamentary election in June.
